Principal Evaluation Resources
In a time when America's schools are under increasing pressure to improve so that student learning can exponentially grow, MESPA members have recommitted themselves to the importance of providing the state's children with world-class school principals. While enhancing professional growth, we must add substance and credibility to the important task of assessing the professional performance of school principals.

We offer several resources.

The ECRA 360° Appraisal is a powerful tool for helping education leaders improve, grow, and develop their leadership skills.

The Evaluation of MN School Principals is a comprehensive assessment instrument that may be used in its entirety by district administrators, or parts of it may be incorporated into evaluation systems already in place. The document is vested in best practice and closely tied to  Minnesota's core competencies.

MESPA, MASSP, and MASA have partnered to create an Educations Leaders Issue Brief on the "Evidence and Effects of Student Performance Data Applied to Teacher Evaluations." We know that principals will be impacted by teacher evaluation moving forward with a 35% requirement based on a value-added assessment model. We strongly support the use of data in the evaluation of teachers and principals. The question is not whether to include student data, but how to use student data in the evaluation process which needs to be rigorous, scalable, and reliable across systems. This research-based  Issue Brief addresses this complex and critical question.




IN THIS SECTION

Education Commissioner Brenda Cassellius, in collaboration the Minnesota Elementary Principals Association (MESPA), and the Minnesota Association of Secondary School Principals (MASSP), has named members to serve on the legislatively mandated Principal Evaluation Working Group. The Working Group was created during the 2011 Special Session and is charged with developing a model and making policy recommendations to implement a principal evaluation process in Minnesota. 

The model and recommendations will be presented to the Legislature in a report due on February 1, 2012.  Materials from the Working Group meetings are posted at the link above.  Meeting dates for the Working Group are scheduled for October 24, November 7, November 14, December 5, December 12, January 9 and January 16. (Meeting dates subject to change.)
