ABOUT THE SEMINAR After the tragic shootings at Columbine, the U.S. Secret Service in corroboration with the U.S. Department of Education set out to study school violence and the behavior of those responsible. As a result of this study, significant findings beneficial to law enforcement and school officials were discovered.
Art J. Kelly III, described as an unusually gifted and enthralling speaker, will present both the "Safe Schools Initiative" study and the "Bystander Study" conducted by the United States Secret Service and the U.S. Department of Education. The studies examined incidents involving school attacks that provide insight into the behavior of both those responsible for the violence and of those who knew something before hand and stood by. The SSI is an operational analysis of the thinking and behavior of current or former students who carried out school based attacks in American elementary and secondary schools. The "Bystander Study" explores prior knowledge other students had of potential violence that they did nothing with, the reasons why, and what has been learned from this. The presentation includes a review of the findings from the SSI, several case studies, and a discussion regarding elements of threat assessments for students who may pose a threat.
Wade Setter, a 28 year veteran of the Brooklyn Park Police Department and former Chief of Police, will discuss details and some lessons learned from a number of recent school shooting events throughout America.
Managing threatening situations and creating a safe school environment can present unique challenges. In order to meet these challenges, we must all stay current and well equipped. We invite you to participate in this seminar. This presentation will provide officers and education professionals with practical tools that will enhance their efforts to manage threatening situations in schools, and thus create safer school environments for our youth.
With school safety in mind, we will also be providing an update on current gang trends in the metro area. Agencies are seeing a new kind of hybrid gang that isn't following the traditional organizational and operating methods of previous gangs. They are gaining strength and now are stepping-up with increased violence to take control of the drug trade, recruit new members, & establish territories. Participants in this seminar will gain insight on the current structure, culture, activities, & driving forces behind the gangs operating in our area.
